Pendant la Seconde Guerre mondiale, Blacky et ses camarades résistants se réfugient dans la cave de Marko où ils fabriquent des armes. Vingt ans durant, pour garder la belle Natalija et le bénéfice du trafic d'armes, Marko fait croire à ses « protégés » que la guerre continue.
Vaste fresque évoquant dans le bruit, la fureur et la ferveur un demi-siècle d'histoire yougoslave, Underground a valu à son réalisateur l'honneur exceptionnel d'une deuxième Palme d'or, au Festival de Cannes 1995, après celle obtenue pour Papa est en voyage d'affaires en 1985.
